After application, water will evaporate leaving the oil and solids to bind to the asphalt. - Refined Tar-Based (Coal Tar Based)
Seal coat is typically diluted 10% with water to allow it to seep freely into the surface. Be sure the contractor you choose is using the proper ration of water to sealant. Some paving companies may be able to offer a low price by skimping on the amount of sealant resulting in an inferior result.
